Guide Export of used products or goods
Used products must be functional in order to be exported to other countries.
The Norwegian Environment Agency can provide general guidance on the criteria for the export of used products or goods. We have no responsibility for approving, classifying or providing certification for the export of used products.
You are responsible for documenting that the shipment does not contain waste.
Examining the products
You must check whether the products/goods
- have been disposed of by others or delivered to a waste treatment facility
- are missing important parts or have defective parts
- are old, are in poor condition, likely to break or stop working within a short period of time
- have no market in the recipient country
- contain banned substances that are hazardous to human health and the environment
In such cases, the used products or goods are considered waste and do not normally qualify for export as products. As an exporter of used products, you are responsible for complying with the legislation. When crossing borders, you must be able to provide documentation that the shipment does not contain waste.
Requirements for some selected products
In addition to the general requirements, there are requirements for condition and function for certain products. Check whether your products meet the requirements for export.
Sorted clothes, textiles and toys should be reusable. They cannot be dirty or damaged. If the products require repair, they should be shipped either as green listed waste or notifiable waste.
It is legal to export vehicles that are in roadworthy condition, and do not have serious defects or defective car parts. The below guidance applies to vehicles such as cars, lorries/trucks, busses, tractors, scooters, and motorcycles.
Vehicles are considered waste if they
- have been environmentally decontaminated or the vehicle scrap deposit has been paid out
- have been written off as a ‘total loss’
- are defective or lack important components, such as engine, drive shaft, gearbox or seats
- have been cut into multiple parts
- have welding marks on the body indicating that they have been cut up
- have extensive rust damage to the load-bearing structure
- show extensive leakage of fuel, brake fluid or other liquids
- have a value that is less than the cost of repair in Norway
Should you wish to export used vehicles, you may be asked to provide documentation declaring that the vehicles are in good working condition in a possible inspection. You should therefore obtain such documentation prior to export.
Recommended documentation includes:
- A mandatory roadworthiness test (“EU test”)
- An accepted technical test from NAF

Car parts
Car parts must be packaged in such a way that they will not break during transport, and cannot be leaking fuel, oils, break fluid or similar liquids. Car parts are waste if:
- they show clear signs of wear and tear
- they are corroded or defect, such as rusted drive shafts or gearboxes
Used car tyres
Used car tyres are considered waste if:
- they do not meet the requirements for tyres in Norway
- there are damages to the loadbearing structure or they are significantly worn
Car batteries
Used car batteries are considered waste if they are broken or defective, or if they have been disposed of to a waste treatment facility. Thus, you are recommended to provide documentation to customs proving that they work and where they come from.
Examples of documentation:
- receipts or other documentation of origin
- certificate of testing and proof of functionality of all the batteries
- description of the test procedure
If the batteries have been purchased legally, for example from a car demolition firm, they must be tested prior to export. Documentation of functionality may be requested in an inspection.
Car batteries that are waste are classified as notifiable waste for which you need consent from the Norwegian Environment Agency to export.
Battery terminals must be protected against discharge during transport to prevent the risk of fire or explosion.
Electrical and electronic equipment (EEE) can be refrigerators, freezers, washing machines, laptops, mobile phones, TVs and cables. Electronics contain substances that are hazardous to human health and the environment. You can only export used EEE products if you follow certain guidelines.
Before you can export used EEE, each product must be tested and packaged. The test must be conducted by a company and include:
- a functionality test – testing all key functions
- an assessment of hazardous substances in the products
Before you export used EEE, you must ensure that the shipment is accompanied by the following:
- copy of invoice and sales contract. The documentation shall prove that all the EEE is fully functional and can be reused directly. This implies that there is no need for repair before export.
- documentation of testing attached to each EEE or the product’s packaging
- documentation stating the shipment does not contain waste
- transport document, such as a valid consignment note
- documentation showing who is responsible for the shipment
- testing protocol (download the below form)
These criteria are laid down in the WEEE directive annex VI. As an exporter of EEE, you have a duty to familiarise yourself with the regulation. Note that some refrigerators and freezers can contain illegal substances.
The following products are always prohibited from export:

List of illegal substances
Refrigerators, freezers and compressors, mainly older products, can contain ODS. Information about ODS and codes can be found on the compressors.

Packaging of products
Used products shall be packaged as if they were new, and in such a way as to not be damaged during transport.
- Each product shall be packaged and secured individually.
- Stacking of the shipment shall be done in such a way that they are not damaged and do not topple over.
- Documentation of a functionality test of EEE products shall be attached to the packaging for each product.
Each product shall be packaged in packaging that protects the item. This could be the original packaging.
